Ryman League - total confusion?

In their statement of 25 April, the Ryman League said
"The League will now refer the matter to The Football Association because Ryman League rules make provision for matters concerning promotion to be decided by the Leagues Committee at The FA which will make any decision. The Ryman League itself is not empowered to make such a decision."
and now they have decided that they can make a decision and decide to deduct Enfield 3 pts. What is going on - it appears to me that neither the Ryman League or FA know how to handle this situation. As as been stated in the other threads - the problem originated with the FA and surely it should be up to them to resolve it.
