Hello.

To answer your question, in general a match can only be postponed on the day at our level. (This applies in all four divisions). Special dispensation can be given by the league running the competition - which recall happening a few times in the past for us with the Isthmian and I'm sure I've seen with the Southern for other clubs, but it's rare.

Side note - I looked up the pitch inspection guidelines from the FA today, and one of the factors to be taken into account is the weather forecast - which implies a game with a sodden pitch and rain forecast should be called off even if playable at the time the pitch was looked at, contrary to popular belief.
