Becoming a youth set-up (you know: a resource for the local kids) and putting "investors'" money back into "the community" (rather than into the pockets of seventh-rate, carpetbagging, blow-in, failed players) isn't forbidden under FA / UEFA / FIFA regulations. Well, not yet.
One wonders why these clubs operate semi-pro XIs.
